The cowl does not make the monk．穿袈裟的不一定就是和尚。
此谚语用了一个生动的比喻。“袈裟”比喻事物的外表，“和尚”比喻事物的实质。同样穿着袈裟的，可能有些不是和尚，外表相同实质可能不一样，旁人不要被假象所迷惑。相反地，和尚脱了袈裟还是和尚，外表改变了，实质可以不变。
意思相同的谚语还有：

长了鬍子的并不就是哲学家。
An ape\’s an ape, a varlet\’s/valet\’s a varlet/valet, though they be clad in silk or scarlet．
猴子就是猴子，仆人就是仆人，即使他们穿金戴银。
成语“沐猴而冠”（出自《史记·项羽本纪》），也有同样意思，就是猴子戴上帽子，装成人样，始终都是猴子。
